I am forwarding to you a discussion paper for the Selection process of a Regulator for Immigration consultants entitled “The Dangers and the Dilemma”.
My discussion paper is meant to provide an insight into some of the startling matters that grew out of the original agreement that allowed CSIC to become the Regulator and why, in my opinion, Self-Regulation is no longer feasible unless, what I refer to as the “hammer” is used by The Honourable Jason Kenny, Minister of Immigration, and P.C.
I have a very unique view, with respect, on the operations of CSIC from within and out. I served on the Educational and Standards Committee, the Discipline Committee and was a founding Director of CAPIC. I wrote, over the years, many articles on matters that affected the industry. Needless to say, I have become extremely dismayed over the inability of Immigration Consultants to regulate themselves and have suggested that, unless the Honourable Minister can obtain an agreement from both the Boards of CSIC and CAPIC, he will be jumping from the frying pan into the fire and this matter that has plagued many Minister’s before him, will not be solved.

Dear Kathryn, First let me say that I am grateful for your kind words and the fact that you have read all my articles and find that they do come to “fruition”. Hopefully, this last one will not but I remain fearful. I had an e-mail from a distinguished colleague asking “why are you scaring people?” Maybe if we had concentrated on reality it would never have come to the point where indeed the Profession should not have been scared.
Secondly, I want to thank you for running a good campaign. In my heart I know that if you had won, my article would not be necessary and we would have remained self-regulating. However, we were just volunteers who sometimes journeyed our own ways. Those in the position of power failed to see that train coming down the track and also wanted the messenger dead. I did what I believed to be right and told the truth as I saw it or believed it to be.
I have no delusions that my writings will change much and I believe the damage is now irreversible and the Minister will no longer want any of us to regulate the rest of us because, I believe quite frankly, he thinks we are unruly, uneducated and high on our own incomes and out for ourselves. We are not a Political force and all the Olivia Chows in the world cannot put humpty dumpty together again.
I believed in your vision and am sorry that we let you down. You were let down by ignorance and the decision of the “silent majority” who kept their heads in the sand and failed to see the tide come in.
Slumber on though fair and mortal “silent majority”, Slumber on and dreamiest while you can for tomorrow you will wake in a strangely different land.
I thought Kathryn you were our angel of salvation but now you will spread your wings and fly away to Dubai. May you always know that you did your best and, as I stated, we failed you.

Bruce, thank you for your article(s) that are truely heart wrenching, however, the sad part is they all come to frutition . I have never met you in person, but I have had the pleasure of being the recipent to all of your articles and today in reflection feel like I have you on our side to keep it honest.
I would like to thank everyone that showed their support for me during the election. Today after reading this I have a feelling of saddness of how different things could have been had we been allowed to meet the members. The constraints placed on us as candidates were hardly fair, and as a result we live today with what the members voiced last week.
The members have spoken! This is my belief is what is being danced to at the boardroom. I feel Mr. Thomson could have done so much with his newly elected position by asking for resignations and restructuring CSIC in the hopes of saving it. He appears to have not! He did the exact opposite, he supported those that lost the members confidence to higher paid positions and appears to have not gotten it as to why we are being reviewed by the minister for a new regulator- it is clear, the members spoke loud to Ottawa and Ottawa responded. CSIC today can move with this confidence in the wake of the election as they will clearly be delighted by the results to prove they took it to the members. They did, but they took the candidates with the exception of a few to the members blind folded, mute, with their hands tied and mouth gagged. As a candidate we were not asked for any input for the final report from the SEO to the board that was a request by the board in order to tweak the process for future years.
The members have spoken, they had there chance last week for change and chose to maintain status quo. As a result I believe we will now not have a point of return, we are destined to be regulated by another party. My hope is we are able to have something left to transfer in way of assests to the new regulator so we are not paying more to belong . We are now entering an era of total uncertainty with the MI just introduced and now it's a wait and see as to whether or not we are able to self regulate. Finally in closing what they could not stop me from doing was meeting the people in our industry that I did. They could not stop me from feeling their pain and they could not stop me from being me. You the members have spoken, I will now go back to the sand dunes of the middle east and work very hard to do the best I can for my cllients, irregardless if we are regulated or not.

Sometimes, when I dream, I walk in fields of buttercups and birds, of endless cloudless skies and in valleys where it never rains and only the morning dew keeps it all so fresh. I never want my dreams to end because they are a world where I am happy to be and a place I am safe.
The reader will not be inspired by words that have no more wisdom and no more hope but it is important that the conveyance of the death of CSIC and the funeral parade must be told. It cannot be told in a few words, and I have no intention of going beyond some simple facts, that lead me to conclusions few would have accepted when they first started on this Journey in Search of a Profession
This Profession had one last chance at self-regulation and it came in the form of an election in which all members would cast a vote, equally and fairly. That was not to be.
Strange things happened along the road to fairness and the exercise of democracy. We all received a telephone call which was disguised as a ‘Poll '. We were never told the reason or the legality behind this Poll. When we wanted answers, we were met with silence.
The fact was CSIC was caught conducting this Poll. This forced the SEO to issue a statement, long after the Polls had closed but the damage was done already. Some were led to believe that they had voted by answering this Poll. They were misled.
A larger issue is where Candidates such as Mr. Wong and Mr. Thomson obtained all the phone numbers of the electorate when others did not have that access.
The Founder of CSIC, John Ryan, OSJ, CCIC, FCMI, ICD.D, C.Dir., ASC, together with his sidekick, Imran Qayyum, CCIC, FCMI, ICD.D, C.Dir., ASC, planned long before the elections, how they would be able to continue with the exercise of the greed of power and the destruction of every value Canadians, real Canadians Cherish.
And so it came to be. The exercise of that endgame came by the men and women who were held high on The Lonely Pillar that they destroyed. It all came apart as though the sinking titanic was wrecking itself apart, while the Board of Directors danced on the corpses of the Members that were quickly sinking below them as they lost their Profession.
These are delusional men. They are not even real. They belong to an era when power was exercised to benefit the person who held the sword. They are fantasies that came into our hearts and homes and, like a virus that is immune to sanity, crawled upon us and devoured our dreams.
With the ship sinking and them all in a delusional state, they played their games and danced to the Music. They had the founder of CSIC resign his position so he could be appointed a full time CEO with the benefits and liabilities we all have to share. This came after more than two years of a “search” that never was.
They had that sidekick, who claimed to have moved to a Post office box in British Columbia, appointed to fill the founder’s seat on the Board. They ignored the fact that the Members had exercised their right to vote and had voted out Mr. Wong and had replaced him with Mr. Bernier. They put Mr. Wong in another safe delusional place and they danced around the Boardroom as they knew they had saved CSIC from those wicked invaders who themselves, wanted power. “Those whiners and complainers” said the new Chairman and newly elected Director, Mr. Nigel Thomson. He was referring to those men and women who must be excluded at all cost from the knowledge of what had really happened within CSIC’s walls. Their pitiful dance goes on and on while the water rises and the ship is sinking. They believe in salvation as only demented minds could believe.
I am haunted by the memory of what could have been, and my heart is weeping for all those whose pain and anguish can never be made right and whose dreams are thrown into the dustbin of history.
The Making of a Tragedy: The Final Chapter and Will Ye No Come Back Again? were written to predict the dire consequences of a failure of the Board of Directors to act as the Minister would want. The End Game is here and the dream is gone. We all have lost our Profession.
The Honourable Jason Kenny, The Minister of Immigration has very few alternatives on his plate. He is a man of wisdom and of Honour. He is a man who is not afraid to act and act he will.
Self Regulation of Immigration Consultants can now only be found in our dreams and there are tears in the valley for what we have all lost. The Minister has been left with three choices. Two we have heard about and one we have not.
We are now facing the appointment of a Superintendent, a government run Regulator. I have referred to that in great detail in The Making of a Tragedy: The Final Chapter.
Alternatively, we are facing the imposition of a body outside of this Profession that will be “bidding” on regulating us, a commercial venture where there is a lot of money to be made and one that could well be more diabolical than CSIC.
Finally, and far more damaging, but on the Minister’s Plate, is what has become known as the American System. The American system allows only Attorney’s to practice. There are no Consultants. Under this scenario, we would continue to remain “authorized representatives” under an interim Superintendent for a period defined so we could wrap up our Practice and service the clients we have already retained.
It is a tragic ending to a Noble adventure. It is an ending that we all share the blame for in that the “silent majority” felt it was easier to hide their faces than scream out at the injustice. They were cowards of the worst kind and now we all pay the price. When a “Nanny” came to revoke the license of Katarina Onuschak, we should have known that we all would have been next. That is how tyranny and dictatorship works. The silence of the many brought us the pain of the future.
My forefathers gave their lives at Normandy and some lie in Flanders’s Field where the poppies grow. I have a nephew who fights in Afghanistan on this very night I write. They did not die in vain and they do not serve today to have the rights of some destroyed. This is my country. This is your country. This is Canada in the year 2010. It is time we screamed, we paraded, we made Canadians understand that CSIC is and was the most corrupt dictatorship that ever existed or was given the name of a “tribunal”. I am defending the rights given to me by many who died so that I could have them.
Lastly, my heart is only weeping, haunted by the memory of what could have been and never was.

The fact was CSIC was caught conducting this Poll. This forced the SEO to issue a statement, long after the Polls had closed but the damage was done already. Some were led to believe that they had voted by answering this Poll. They were misled.
A larger issue is where Candidates such as Mr. Wong and Mr. Thomson obtained all the phone numbers of the electorate when others did not have that access.
The Founder of CSIC, John Ryan, OSJ, CCIC, FCMI, ICD.D, C.Dir., ASC, together with his sidekick, Imran Qayyum, CCIC, FCMI, ICD.D, C.Dir., ASC, planned long before the elections, how they would be able to continue with the exercise of the greed of power and the destruction of every value Canadians, real Canadians Cherish.
And so it came to be. The exercise of that endgame came by the men and women who were held high on The Lonely Pillar that they destroyed. It all came apart as though the sinking titanic was wrecking itself apart, while the Board of Directors danced on the corpses of the Members that were quickly sinking below them as they lost their Profession.
These are delusional men. They are not even real. They belong to an era when power was exercised to benefit the person who held the sword. They are fantasies that came into our hearts and homes and, like a virus that is immune to sanity, crawled upon us and devoured our dreams.
With the ship sinking and them all in a delusional state, they played their games and danced to the Music. They had the founder of CSIC resign his position so he could be appointed a full time CEO with the benefits and liabilities we all have to share. This came after more than two years of a “search” that never was.
They had that sidekick, who claimed to have moved to a Post office box in British Columbia, appointed to fill the founder’s seat on the Board. They ignored the fact that the Members had exercised their right to vote and had voted out Mr. Wong and had replaced him with Mr. Bernier. They put Mr. Wong in another safe delusional place and they danced around the Boardroom as they knew they had saved CSIC from those wicked invaders who themselves, wanted power. “Those whiners and complainers” said the new Chairman and newly elected Director, Mr. Nigel Thomson. He was referring to those men and women who must be excluded at all cost from the knowledge of what had really happened within CSIC’s walls. Their pitiful dance goes on and on while the water rises and the ship is sinking. They believe in salvation as only demented minds could believe.
I am haunted by the memory of what could have been, and my heart is weeping for all those whose pain and anguish can never be made right and whose dreams are thrown into the dustbin of history.
The Making of a Tragedy: The Final Chapter and Will Ye No Come Back Again? were written to predict the dire consequences of a failure of the Board of Directors to act as the Minister would want. The End Game is here and the dream is gone. We all have lost our Profession.
The Honourable Jason Kenny, The Minister of Immigration has very few alternatives on his plate. He is a man of wisdom and of Honour. He is a man who is not afraid to act and act he will.
Self Regulation of Immigration Consultants can now only be found in our dreams and there are tears in the valley for what we have all lost. The Minister has been left with three choices. Two we have heard about and one we have not.
We are now facing the appointment of a Superintendent, a government run Regulator. I have referred to that in great detail in The Making of a Tragedy: The Final Chapter.
Alternatively, we are facing the imposition of a body outside of this Profession that will be “bidding” on regulating us, a commercial venture where there is a lot of money to be made and one that could well be more diabolical than CSIC.
Finally, and far more damaging, but on the Minister’s Plate, is what has become known as the American System. The American system allows only Attorney’s to practice. There are no Consultants. Under this scenario, we would continue to remain “authorized representatives” under an interim Superintendent for a period defined so we could wrap up our Practice and service the clients we have already retained.
It is a tragic ending to a Noble adventure. It is an ending that we all share the blame for in that the “silent majority” felt it was easier to hide their faces than scream out at the injustice. They were cowards of the worst kind and now we all pay the price. When a “Nanny” came to revoke the license of Katarina Onuschak, we should have known that we all would have been next. That is how tyranny and dictatorship works. The silence of the many brought us the pain of the future.
My forefathers gave their lives at Normandy and some lie in Flanders’s Field where the poppies grow. I have a nephew who fights in Afghanistan on this very night I write. They did not die in vain and they do not serve today to have the rights of some destroyed. This is my country. This is your country. This is Canada in the year 2010. It is time we screamed, we paraded, we made Canadians understand that CSIC is and was the most corrupt dictatorship that ever existed or was given the name of a “tribunal”. I am defending the rights given to me by many who died so that I could have them.
Lastly, my heart is only weeping, haunted by the memory of what could have been and never was.

The reader will not be inspired by words that have no more wisdom and no more hope but it is important that the conveyance of the death of CSIC and the funeral parade must be told. It cannot be told in a few words, and I have no intention of going beyond some simple facts, that lead me to conclusions few would have accepted when they first started on this Journey in Search of a Profession
This Profession had one last chance at self-regulation and it came in the form of an election in which all members would cast a vote, equally and fairly. That was not to be.

Therefore, to help all CCICs understand where candidates stand, CAPIC has established CANDIDATE'S CORNER to analyze the election platforms and help members engage in the affairs of their Society. We will assess the election proposals of each candidate for what Steven Colbert calls "truthiness" as well as their viability. Thumbs Up? Or Thumbs down? We call it as we see it.
Breaking NEWS!
On June 22, CSIC members across the country simultaneously received an automated phone call from a voice identifying itself as CSIC asking who they intended to vote for in the election this week. The names of each candidate were listed in alphabetical order, and members were asked to press the number corresponding to their choice, or "press 9 if undecided".
This requires instant investigation. IF CSIC is doing this, it is offensive in the extreme. If it is being done without CSIC approval, the election is clearly compromised. Some members believe they have voted already!
The election is scheduled to start Thursday June 24 at midnight and is conducted solely by electronic voting.
There is no phone poll. We hope the SEO will provide an explanation swiftly.

HOW TO VOTE - The process we mean!
Here is a "how to" bulletin on voting in the upcoming CSIC election for two consultant directors to serve on the board for the next 3 years. At this critical time, they may also be called upon to lead CSIC through a dissolution. It is a critical time, and this is an important election!
Newcomers to the profession and those who have never voted before may find the process somewhat confusing. There does not seem to have been any communication from the Senior Elections Officer, Mr. Imran Qayyum, explaining the important facts of how the election works.
Here are the basic facts:
1. You get two votes!
2. You can vote for candidates in any Region - you do not have to vote for a candidate in your own Region.
3. There are three vacancies on the board - two consultant Directors' terms are up - Mr. Thomson and Mr. Wong. They are both running again. The third term expiring now is Public Interest Director, John Koury.
4. The three Regions affected are Ontario, the West, and Overseas/Outside Canada
5. There is no vacancy in Quebec this time.
6. A total of 8 candidates are running from these regions.
7. We were informed last week that names will appear on the ballot in reverse alphabetical order. That would put Alfred Wong and Nigel Thomson, the incumbents, at the top of the list.
MOST IMPORTANT:
THE TOP TWO VOTE-GETTERS ARE ELECTED, UNLESS THEY ARE FROM THE SAME REGION.
If they are from the same region, the second place finisher will lose, and the next highest vote getter from one of the other regions will win.
The Region which does not get a candidate elected will have a Public Interest Director appointed from that area.
Clear? We hope so, but members can send further questions to CAPIC at admin@capic.ca.
Bottom line: Cast two votes for two candidates from different regions and make your vote count.
Who should you vote for? If you haven't attended any of the candidate forums - which puts you in the company of 98% of all members - and if you haven't seen all the bios that have been coming out, go to CAPIC website . We have analyzed the candidates' platforms - if they have posted one - and you can make up your own mind. If you are still confused, talk to your friends and colleagues and discuss your concerns before you vote.

Breaking NEWS!
On June 22, CSIC members across the country simultaneously received an automated phone call from a voice identifying itself as CSIC asking who they intended to vote for in the election this week. The names of each candidate were listed in alphabetical order, and members were asked to press the number corresponding to their choice, or "press 9 if undecided".
This requires instant investigation. IF CSIC is doing this, it is offensive in the extreme. If it is being done without CSIC approval, the election is clearly compromised. Some members believe they have voted already!
The election is scheduled to start Thursday June 24 at midnight and is conducted solely by electronic voting.
There is no phone poll. We hope the SEO will provide an explanation swiftly.

HOW TO VOTE - The process we mean!
Here is a "how to" bulletin on voting in the upcoming CSIC election for two consultant directors to serve on the board for the next 3 years. At this critical time, they may also be called upon to lead CSIC through a dissolution. It is a critical time, and this is an important election!
Newcomers to the profession and those who have never voted before may find the process somewhat confusing. There does not seem to have been any communication from the Senior Elections Officer, Mr. Imran Qayyum, explaining the important facts of how the election works.
Here are the basic facts:
1. You get two votes!
2. You can vote for candidates in any Region - you do not have to vote for a candidate in your own Region.
3. There are three vacancies on the board - two consultant Directors' terms are up - Mr. Thomson and Mr. Wong. They are both running again. The third term expiring now is Public Interest Director, John Koury.
4. The three Regions affected are Ontario, the West, and Overseas/Outside Canada
5. There is no vacancy in Quebec this time.
6. A total of 8 candidates are running from these regions.
7. We were informed last week that names will appear on the ballot in reverse alphabetical order. That would put Alfred Wong and Nigel Thomson, the incumbents, at the top of the list.
MOST IMPORTANT:
THE TOP TWO VOTE-GETTERS ARE ELECTED, UNLESS THEY ARE FROM THE SAME REGION.
If they are from the same region, the second place finisher will lose, and the next highest vote getter from one of the other regions will win.
The Region which does not get a candidate elected will have a Public Interest Director appointed from that area.
Clear? We hope so, but members can send further questions to CAPIC at admin@capic.ca.
Bottom line: Cast two votes for two candidates from different regions and make your vote count.
Who should you vote for? If you haven't attended any of the candidate forums - which puts you in the company of 98% of all members - and if you haven't seen all the bios that have been coming out, go to CAPIC website . We have analyzed the candidates' platforms - if they have posted one - and you can make up your own mind. If you are still confused, talk to your friends and colleagues and discuss your concerns before you vote.
